FMGE Screening Test

The FMGE-screening test has been introduced by the screening test regulations 2002

As per the regulations, an Indian citizen possessing a primary medical qualification awarded by any medical institution outside India who is desirous of getting provisional or permanent registration with the Medical council of India or any state medical council on or after 15.03.2002 shall have to qualify a screening test conducted by the prescribed authority for that purpose as per the provisions of section 13 of the Act.

The Examination is held twice a year at New Delhi. The test is conducted in English language. The exam consists of one paper. There will be 300 multiple-choice questions (MCQ) of single response type in the paper. There is no negative marking. An applicant shall be declared as having passed only if he/she obtains a minimum of 50% of marks in the examination. Results (pass/fail) for eligible candidates will be displayed at the website and office of NBE. Marks obtained shall be declared for all the candidates and also displayed as the website The applicants who qualify the screening test may apply to the Medical council of India, New Delhi or to any state medical council for provisional registration / permanent registration. There are no restrictions on number of attempts that can be availed by an applicant.

Instructions for applicants: (a) Instructions in the booklet are liable to changes based on decisions taken by the government / medical council / competent authority / court decisions from time to time. Applicants are required to refer to the latest bulletin or corrigendum that may be issued to incorporate these changes refer for latest updates or corrigendum.

(b) Application forms can be downloaded from website; downloaded forms have to be submitted along with form fee of Rs.750/-.

(c) No queries of the guardians/parents will be entertained on telephone with regard to the eligibility and disclosures of results.

(d) Applicants, for eligibility criteria, should go through the bulletin carefully before writing to the Board’s office.

(e) Submission of incomplete applications or applications not in accordance with instructions will not be considered and the candidates will be declared ineligible. In such cases, the entire fees will be forfeited.

(f) Applicants are required to submit all the requisite annexures with the application form; lack of relevant annexure shall lead to cancellation of application form and the entire fees will be forfeited.

(g) Applicants should have passed the primary medical qualification i.e. MBBS or equivalent degree and must submit proof of passing the same with the application form. In absence of proof of passing certificate before the last date of application submission, the application shall be treated as incomplete and fees will be forfeited.

(h) The foreign medical degrees should be attested either by the Embassy of India or should be apostilled by the appropriate authority of the foreign country. Copy of the same duly attested/ apostilled by the Gazetted Officer in India, (showing full details…. Name, designation, office, government etc.) should be submitted. Kindly note that the apostile/attestation is to be as per the screening test regulations (amendment) dated September 2009

(i) Applicants are advised to fill their postal address correctly as this address shall be used for sending the roll numbers and results.

(j) Fees once paid will neither be carried forward to a future date nor be refunded under any circumstances. Fee should be paid by challan and deposited to selected branches of Indian Bank.

(k) Applications of applicants producing false or fabricated records will not be considered and such applicants will be further debarred from appearing in the future examinations of the board. Action as deemed appropriate by the board will be taken if false or fabricated records/information are submitted or any unfair means are used.

(l) Application status / roll numbers / results can be seen at the website

(m) Roll number can be downloaded from the website and quoted when not received by post in time.

(n) Appearance or success in the screening test does not confer any right upon a candidate for seeking registration with MCI/State Medical Council.

Registration of FMG by the MCI /state medical council is subject to fulfillment of MCI /State medical council criteria/rules/regulations framed for this purpose.

(o) Undertaking by applicant as per Annexure ‘E’ has to be submitted with application form.

(p) Notifications, regulations etc. issued by government of India, medical council of India may be referred for eligibility criteria, pattern, schedule of exam. There is no provision for re-totalling/re-evaluation.

(q) The admit card is not transferable to any other person. Impersonation is a punishable offence under law. Candidates are required to bring their passport along with the admit card for entry to the examination centre.

National board of examinations reserves its absolute right to verify the identity of the applicant/ examinees/candidates.

(r) Unfair means NBE reserves its absolute rights to take penal action as applicable under civil/ criminal procedure/guideline or any other action deemed appropriate against candidates found using unfair means. Unfair means includes canvassing for support of a candidate with examiners of DNB exam/NBE office/any other functionary/use of electronic gadgets as mobile phones during exam/Impersonation/use of study aids as books/notes etc. during exam./Influencing any functionary of exam system/any other act intended to breach the sanctity of examination process.

(s) Candidates are advised to enter a correct/valid 10 digit mobile number in their application form for receiving SMS alerts.

Jurisdiction for all disputes shall be at Delhi/New Delhi in the Delhi High Court.

Eligibility criteria: The Applicant must meet/fulfill the following criteria (a) He /she is a citizen of India (b) Possesses primary medical qualifications that are recognized by the government of the country issuing that qualification and the holder of that qualification is entitled for practice in that country. The said medical school must be listed in WHO directory of medical schools (c) He /she had obtained eligibility certificate from the medical council of India (applicable only in respect to students who took admission abroad on or after 15.03.2002). This requirement shall not be necessary in respect of Indian citizens or overseas citizens of India who have obtained admission in foreign medical institute before 15th March 2002. (d) All students who have taken admission abroad prior to 15.03.2002 and are required to qualify the screening test for their registration, shall be allowed to appear in the screening test even if they do not meet the minimum admission norms of MCI for joining undergraduate medical course, subjected to the compliance of the Judgment(s) of the Hon’ble supreme court/competent courts in this regard including but not limited to judgment dated 8th March 2002 in civil appeal no. 2779 of 2000 and other judgments (e) From 15.03.2002 and onwards all students are required to obtain an eligibility certificate from MCI before proceeding abroad for studies in Medicine (f) Applicants/candidates may also refer to screening test regulations and regulations on graduate medical education, eligibility certificate regulations issued by medical council of India. The same may be referred to at or obtained from secretary, medical council of India, sector 8, pocket 14, Dwarka, New Delhi. Tele-25367033, 25367035 Fax: 25367024.

Timing of the exam are: Forenoon/ Ist session 9:00 a.m. to 11:30 p.m., Afternoon/ IInd session 1:00 p.m. to 03:30 p.m.

Reporting time for candidates for the first and second sitting is 08:30 a.m. and 12:30 p.m. respectively

The exact venue at New Delhi shall be notified in the Admit Card. Applicants are to make own arrangements for travel /lodging etc.

(f) All candidates are required to bring their passport as proof of identity at the exam center. Candidates may not be to allowed to appear in exam if they are unable to produce original passport. (g) Candidates are advised that (due to security reasons) they may not be allowed to leave the exam center between 09:00 a.m., to 03:30 p.m.

Payment of fees: Candidates are required to submit the following fees: (a) Examination fee – Rs 3500/- (three thousand five hundred) (b) Application form fee (to be submitted by candidates using internet downloaded forms) – Rs 750/- (seven hundred fifty only) (c) Late fee – to be submitted by candidates submitting their application form after the cut off date but before the cut off date with late fee as prescribed in this information bulletin – Rs 1500/- (one thousand and five hundred only).

The fee can be paid by the following means, (i) By cash deposit – the fee as above can be deposited in selected branches of the Indian bank; Kindly use the specialized pay-in-slip provided in the information bulletin for this purpose

Fees shall neither be refunded nor carried forward if the application for FMGE is rejected/ candidature is found to be ineligible.

Copies of Documents are to be attested by a Gazetted officer in India (showing full details of the signatory’s name, designation, office, – government, etc.)

Verification of documents/credentials

Applicants are required to submit attested (by Gazetted Officer) copies of (a) Proof of date of birth (b) Copy of passport of the applicant/nationality proof (e.g. voters ID card) (c) 10+2 passing certificate issued by the respective board of examination (d) 10+2 mark sheet issued by the respective board of examination (e) Certificate of passing primary medical qualification (i.e. MBBS or equivalent degree certificate) with mark sheet. Candidates are required to submit copies of degrees, duly attested by a Gazetted officer. The degrees should be attested either by the Embassy of India or should be Apostilled by the appropriate authority in the foreign country. For details regarding Apostilled documents, candidates may refer to the website of Ministry of External Affairs (f) Internship certificate (if done abroad) (g) Eligibility certificate issued by MCI for candidates joined the medical course on or after 15.03.20–(h) Translated copies (in English / Hindi) to be furnished if the certificates are in language other than English / Hindi. (i) Equivalence certificate – from association of Indian universities (for candidates who have done 10+2 abroad)

Applicants to ensure that attested copies of all the certificates mentioned above are submitted along with the application form; failure to submit the same with application form shall lead to the application form being treated as incomplete and fees forfeited. No interim correspondence in this regard shall be entertained.

Admit cards: (a) Admit card will be issued to all eligible applicants whose complete application forms have been received by NBE on or before the last date of receiving the application form (b) The applicant should carefully examine the admit card and ensure that all the entries therein are correct. In case of any discrepancy, the same shall be brought to notice of the National Board of Examinations. (c) The admit card is not transferable to any other person. Impersonation is punishable offence under law. Candidates are required to bring their passport along with the admit card for entry to the examination centre. National Board of examinations reserves its absolute right to verify the identity of the applicant/examinees/candidates (d) All applicants shall carefully preserve the admit card till the registration process is complete (e) In an unlikely event of non-receipt of admit card, applicants are advised to take a print out of their roll nos. from website and paste one photo (self attested) on the same. Applicants are advised to bring his/ her passport as a proof of identification (f) National board of examinations will not be responsible for any postal delay or unforeseen reasons resulting in non/late receipt of the admit card (g) A plea that the applicant failed to receive the information for appearing in the screening test will not be accepted as a ground for the refund of fee or any other claim (h) National board of examinations reserves the absolute right to withdraw the permission, if any, granted inadvertently to any applicant who is not eligible to appear in the screening test even though an admit card has been issued or name displayed on the website/notice board of the board (i) Issuance of admit card or display of the applicants name on the website of the board does not confer any right whatsoever by the applicant for his / her eligibility for the purpose of registration by MCI (j) National Board of examinations reserves the absolute right to withdraw/cancel the result of candidate who was not eligible to appear in screening test but was inadvertently granted permission for appearing in screening Test.

Submission of application form: Application forms must be submitted within the stipulated time specified in the advertisement and on website. Applicants are requested to ensure that they submit the complete application form, in the envelope provided to reach NBE on or before the last date. Applications received after the last date will not be accepted. Declaration of result of screening test: (a) The result of the screening test will be declared on the website of the Board ( and notice board at NAMS Building, Ansari Nagar New Delhi. (b) The detailed scheme for distribution of certificate of passing screening test will be announced by NBE at and also informed to successful candidates by post. Candidates are advised not to approach the Boards office for the same (c) Result letters shall be sent to unsuccessful candidates by post/speed post (d) Applicants are advised to enter the postal address correctly (e) There is no provision for re-evaluation/ re-totaling (f) Marks obtained shall be declared for all the candidates and also displayed on the website (g) Request for issuance of duplicate copy of results will not be entertained under ordinary circumstances. Candidates will be required to submit fee of Rs. 1500/- along with affidavit in prescribed format for the same.
